The terms of office of county treasurers commence the first day of July next following their election; however, if a vacancy in the office of treasurer is filled for the unexpired portion of the term by appointment, the term of office of the appointee is set pursuant to Section 12-45-20. Except for the office of county treasurer, nothing in this section applies to those officers who are appointed by the Governor. This section does not apply to elections held for an unexpired term of office."
