TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-17-15 SO AS TO PROVIDE THAT THE COMPENSATION OF ALL CERTIFIED EMPLOYEES OF A DISTRICT WHICH HAS BEEN DECLARED "IMPAIRED" BY THE STATE BOARD OF EDUCATION SHALL BE AT A MINIMUM THE AVERAGE COMPENSATION PAID TO EQUIVALENT EMPLOYEES IN SCHOOL DISTRICTS WHICH ARE CONTIGUOUS TO THIS DISTRICT AS DETERMINED BY THE STATE BOARD OF EDUCATION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 59-17-15 of the 1976 Code is amended by adding:
"Section 59-17-15. Beginning with the next contract year after a school district has been declared 'impaired' by the State Board of Education, the compensation of all certified employees including teachers, administrators, and guidance counselors of this impaired district shall be at a minimum the average compensation paid to equivalent employees in school districts which are contiguous to this district as determined by the State Board of Education."
SECTION 2. This act takes effect upon approval by the Governor.
