To whom was referred a Joint Resolution (H. 4115) to provide that the time periods stipulated in the Administrative Procedures Act for the General Assembly to approve, disapprove, or otherwise act on regulations are tolled from June 7, 2001, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass:

TO PROVIDE THAT THE TIME PERIODS STIPULATED IN THE ADMINISTRATIVE PROCEDURES ACT FOR THE GENERAL ASSEMBLY TO APPROVE, DISAPPROVE, OR OTHERWISE ACT ON REGULATIONS ARE TOLLED FROM JUNE 7, 2001, UNTIL THE DATE THE GENERAL ASSEMBLY RECONVENES FOR ITS 2002 SESSION, TO PROVIDE THAT THE AUTHORITY FOR THE GENERAL ASSEMBLY TO APPROVE, DISAPPROVE, OR OTHERWISE ACT ON REGULATIONS ALSO CEASES FROM JUNE 7, 2001, UNTIL THE DATE THE GENERAL ASSEMBLY RECONVENES FOR ITS 2002 SESSION, AND TO PROVIDE THAT FROM JUNE 7, 2001, UNTIL THE DATE THE GENERAL ASSEMBLY RECONVENES FOR ITS 2002 SESSION, EMERGENCY REGULATIONS OR THE RENEWAL OF EMERGENCY REGULATIONS ARE PERMITTED AS THOUGH THE GENERAL ASSEMBLY WERE NOT IN SESSION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Notwithstanding any other provision of law, the time periods stipulated in the Administrative Procedures Act for the General Assembly to approve, disapprove, or otherwise act on regulations are tolled from June 7, 2001, until the date the General Assembly reconvenes for its 2002 session on the second Tuesday in January 2002, and the authority for the General Assembly to approve, disapprove, or otherwise act on regulations under the Administrative Procedures Act also ceases from June 7, 2001, until the date the General Assembly reconvenes for its 2002 session. In addition from June 7, 2001, until the date the General Assembly reconvenes for its 2002 session, emergency regulations or the renewal of emergency regulations are permitted as though the General Assembly were not in session.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
