TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-149-25 SO AS TO PROVIDE THAT OUT-OF-STATE RESIDENTS ARE ELIGIBLE FOR LIFE SCHOLARSHIPS UNDER THE SAME TERMS AND CONDITIONS AS ARE IN-STATE RESIDENTS IF ONE OF THEIR PARENTS OR LEGAL GUARDIANS DIED AS A RESULT OF THE TERRORIST ATTACKS ON SEPTEMBER 11, 2001, AND TO PROVIDE THE REQUIREMENTS AND PROCEDURES TO QUALIFY FOR THESE SCHOLARSHIPS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 59-149-25. Out-of-state residents are eligible for LIFE Scholarships under the same terms and conditions as are in-state residents if one of their parents or legal guardians died as a result of the terrorist attacks on the World Trade Center Towers in New York City on September 11, 2001, or as a result of the attacks on the Pentagon in Washington, D. C., or the airplane hijacking which crashed in Pennsylvania on the same date. For this purpose, their high school graduation requirement shall be deemed to apply to high schools within their state of residence as appropriate, and the term 'eligible resident student' or any variation as used in this chapter shall include these out-of-state students who qualify. The Commission on Higher Education shall require such verification of the qualifications of these out-of-state students including the circumstances or proof of the death of one of their parents or legal guardians as it considers necessary."
SECTION 2. This act takes effect upon approval by the Governor.
