    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-149-25 SO AS TO PROVIDE THAT OUT-OF-STATE RESIDENTS ARE ELIGIBLE FOR LIFE SCHOLARSHIPS UNDER THE SAME TERMS AND CONDITIONS AS ARE IN-STATE RESIDENTS IF ONE OF THEIR PARENTS OR LEGAL GUARDIANS DIED AS A RESULT OF THE TERRORIST ATTACKS ON SEPTEMBER 11, 2001, AND TO PROVIDE THE REQUIREMENTS AND PROCEDURES TO QUALIFY FOR THESE SCHOLARSHIPS.
