A CONCURRENT RESOLUTION

CONGRATULATING DR. STEPHEN W. HEFNER OF RICHLAND SCHOOL DISTRICT TWO FOR BEING NAMED THE SOUTH CAROLINA SUPERINTENDENT OF THE YEAR BY THE SOUTH CAROLINA ASSOCIATION OF SCHOOL ADMINISTRATORS AND EXTENDING SINCERE APPRECIATION FOR HIS OUTSTANDING LEADERSHIP AND MANY CONTRIBUTIONS TO EDUCATION IN SOUTH CAROLINA.

Whereas, Dr. Stephen W. Hefner has been named the South Carolina Superintendent of the Year by the South Carolina Association of School Administrators; and

Whereas, Dr. Hefner began his career in education as a teacher in his home state of Missouri and has had a distinguished career in school administration; and

Whereas, he joined Richland School District Two's administration in 1974, first as a guidance counselor and then in various administrative positions, becoming the District Superintendent in 1994; and

Whereas, as superintendent of the seventh largest school district in the State and the second fastest growing school district, Dr. Hefner is charged with overseeing more than eighteen thousand students, twenty-five hundred employees, and a budget of approximately one hundred three million dollars; and

Whereas, through his guidance, leadership, and vision, Dr. Hefner has been an extraordinary leader who has developed and implemented many innovative and progressive programs in district two; and

Whereas, he has been a strong advocate for magnet programs and was a leader in implementing full-day kindergarten. Additionally, Dr. Hefner obtained the state's first national accreditation for a preschool program; and

Whereas, Dr. Hefner received special national recognition of his superb leadership and extraordinary vision when in 1996, Money magazine named Richland District Two as one of the top one hundred school systems in America; and

Whereas, having come up through the ranks from the classroom to administration, Dr. Hefner has a keen understanding and heightened awareness of all facets of the educational process and has created a foundation of mutual respect and unified purpose with his teachers and staff at all levels; and

Whereas, the members of the South Carolina General Assembly are pleased to have this opportunity to recognize Dr. Stephen Hefner for his many accomplishments which have contributed immeasurably to the children and future of South Carolina. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly congratulate Dr. Stephen W. Hefner of Richland School District Two for being named the South Carolina Superintendent of the Year by the South Carolina Association of School Administrators and extend their sincere appreciation for his outstanding leadership and many contributions to education in South Carolina.

Be it further resolved that a copy of this resolution be presented to Dr. Stephen W. Hefner.
