TO PROVIDE THAT FUNDS APPROPRIATED TO THE OFFICE OF FIRST STEPS TO SCHOOL READINESS FOR FISCAL YEAR 2002-2003 FOR HEALTH CARE PURPOSES AS DETERMINED BY THE STATE BUDGET OFFICE SHALL BE TRANSFERRED TO THE DEPARTMENT OF HEALTH AND HUMAN SERVICES AND USED AS MATCHING STATE FUNDS FOR CERTAIN FEDERAL HEALTH CARE GRANTS .
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Notwithstanding any other provision of law, the funds appropriated to the Office of First Steps to School Readiness for fiscal year 2002-2003 for health care purposes as determined by the State Budget Office shall be transferred to the Department of Health and Human Services and used as required in this section. The Department shall apply for a health care grant under the federal Child Health Care Insurance Program (CHIPS) and shall use these funds as the matching state money required to obtain the grant. Upon receipt of the grant, the Department shall retain the federal portion of the grant for children's health purposes and shall use the state portion obtained from the Office of First Steps in the same manner the Office of First Steps would have used the funds as directed by the First Steps Program.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
