    A JOINT RESOLUTION TO PROVIDE THAT FUNDS APPROPRIATED TO THE OFFICE OF FIRST STEPS TO SCHOOL READINESS FOR FISCAL YEAR 2002-2003 FOR HEALTH CARE PURPOSES AS DETERMINED BY THE STATE BUDGET OFFICE SHALL BE TRANSFERRED TO THE DEPARTMENT OF HEALTH AND HUMAN SERVICES AND USED AS MATCHING STATE FUNDS FOR CERTAIN FEDERAL HEALTH CARE GRANTS .
