A CONCURRENT RESOLUTION

TO COMMEND AND CONGRATULATE THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION AND ITS EXECUTIVE DIRECTOR, ELIZABETH S. MABRY, ON THEIR INNOVATIVE APPROACH IN DEVELOPING FUTURE TRANSPORTATION LEADERS THAT WILL MAINTAIN OUR TRANSPORTATION SYSTEM AS ONE OF THE VERY BEST IN THE NATION.

Whereas, in 1997, Elizabeth S. Mabry, Executive Director of the South Carolina Department of Transportation, initiated the Strategic Training for Transportation Agency Representatives (STTAR) Program in order to identify and prepare the future leaders of the agency; and

Whereas, this program is designed to cultivate reliable, knowledgeable spokespersons who can interact positively and confidently with the public, members of the South Carolina General Assembly, the Federal Highway Administration, and the Department of Transportation Commission; and

Whereas, she also developed the Strategic Training and Education Program for the 21st Century (STEP 21) to identify and prepare present and future managers and supervisors; and

Whereas, the employees selected for these programs participate in an intensive rigorous development program embracing all of the key functional areas of the South Carolina Department of Transportation; and

Whereas, the training these employees receive will enable them to have a good working knowledge and understanding of the department's strategic plan, mission, policies, procedures, philosophy, budget, engineering, and support operations; and

Whereas, one hundred and twenty-one employees have graduated from these programs which are paying dividends for the department in developing the best and brightest employees as we enter the 21st Century; and

Whereas, in 1999, Ms. Mabry was selected as one of the top ten newsmakers of the year by the Engineering News Record, a national publication for her vision in creating these leadership programs; and

Whereas, the members of the General Assembly are proud of the employees who have graduated from these programs, which will, as the years pass, put a distinctive imprint on others employed at the South Carolina Department of Transportation. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, commend and congratulate the South Carolina Department of Transportation and its Executive Director, Elizabeth S. Mabry, on their innovative approach in developing future transportation leaders that will maintain our transportation system as one of the very best in the nation.

Be it further resolved that a copy of this resolution be forwarded to the South Carolina Department of Transportation.
