A CONCURRENT RESOLUTION

EXTENDING THE WARMEST WELCOME OF THE SOUTH CAROLINA GENERAL ASSEMBLY TO THE LEGISLATIVE DELEGATION FROM KATSINA STATE IN NIGERIA, AND OFFERING THEM THE GIFT OF OUR FRIENDSHIP AND THE BENEFIT OF OUR EXPERIENCE AS THEY OBSERVE AND LEARN FROM OUR LEGISLATIVE PROCESS.

Whereas, Whereas, ten governmental officials from Katsina State, Nigeria, are in Columbia to observe our legislative process and procedures and to learn from our more than two hundred years of legislative precedent; and

Whereas, their visit to our General Assembly and their discussions with our legislators, committee chairs, and legislative staff are designed to promote in them an understanding of the operation of a bicameral state legislature; and

Whereas, this visit comes on the heels of their observations of the United States Congress during travels to Washington, D.C., and their study of a unicameral state legislature in Lincoln, Nebraska; and

Whereas, we recognize that Nigeria made the transition to democracy barely two years ago, after enduring military rule for more than thirty years; and

Whereas, the General Assembly of South Carolina is honored to be a part of this international effort to strengthen the legislative branch of government in the thirty-six states of Nigeria; and

Whereas, the members of this General Assembly are as determined as our fellow Nigerian legislators that their country's participation in democracy be a proud, productive, and peaceful one. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly do hereby extend their warmest welcome to the legislative delegation from Katsina State in Nigeria, and offer them the gift of our friendship and the benefit of our experience as they observe and learn from our legislative process.

Be it further resolved that a copy of this resolution be presented to the Katsina State delegation upon the occasion of their visit to the South Carolina State House.
