A JOINT RESOLUTION

TO REQUIRE A STUDY TO BE CONDUCTED BY SPARTANBURG COUNTY OF THE IMPACT OF PLACING A TRASH COMPACTOR FACILITY ON PARRIS BRIDGE ROAD NEAR I-85 AND TO SUSPEND CONSTRUCTION OF THE FACILITY UNTIL A REPORT OF THE STUDY HAS BEEN SUBMITTED TO THE SPARTANBURG LEGISLATIVE DELEGATION.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    Spartanburg County Council shall conduct a study of the impact of placing a trash compactor facility on Parris Bridge Road near I-85. The study must include, but is not limited to:

        (1)    the need and reasonableness of locating the facility in that location;

        (2)    assessment of the feasibility of placing the facility at other locations in the county, including a discussion of the factors considered;

        (3)    comparisons of the impact of placing the facility at this location and at other locations in the county, including the impact on residents and businesses and on traffic patterns in the geographical area.

    (B)    The county shall conduct a public hearing in all locations considered by the council for placement of the trash compactor facility and a summary of comments must be included in the report.

    (C)    The Spartanburg County Council shall submit a report of its study to the Spartanburg County legislative delegation and construction of any trash compactor facility in Spartanburg County must be suspended until this report is submitted.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
