A JOINT RESOLUTION

TO APPROVE REGULATIONS OF THE BUDGET AND CONTROL BOARD, OFFICE OF HUMAN RESOURCES, RELATING TO STATE HUMAN RESOURCES REGULATIONS, DESIGNATED AS REGULATION DOCUMENT NUMBER 2609, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    The regulations of the Budget and Control Board, Office of Human Resources, relating to state human resources regulations, designated as Regulation Document Number 2609, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.

SUMMARY AS SUBMITTED

BY PROMULGATING AGENCY.

Based on the Office of Human Resources' review of the state human resources regulations and input from agency focus groups, several changes are proposed. First, the regulations were reorganized to follow the employment relationship from establishing positions and filling vacancies to separation from employment. Second, the text was simplified to make the regulations easier to read and understand, and changes were made to ensure compliance with recent statutory changes. Third, regulations for unclassified employees were added to reflect current practices.
