STATEMENT OF ESTIMATED FISCAL IMPACT

ESTIMATED FISCAL IMPACT ON GENERAL FUND EXPENDITURES:

EXPLANATION OF IMPACT:

    The Employment Security Commission has indicated enactment of this Joint Resolution would have no impact on the General Fund of the State. Under the Social Security Act section 903, a legislative body of a state may use money withdrawn from its account to pay expenses incurred for the administration of the unemployment compensation law. In accordance with this provision, the Employment Security Commission estimates that $1,207,749 of existing federal funds will be needed and used to purchase operating software and information technology equipment resulting from increased workloads related to increased unemployment claims and employer accounts.

A JOINT RESOLUTION

TO AUTHORIZE THE SOUTH CAROLINA EMPLOYMENT SECURITY COMMISSION TO EXPEND UP TO $1,207,749 OF THE FUNDS MADE AVAILABLE TO THE STATE UNDER SECTION 903 OF THE SOCIAL SECURITY ACT FOR THE PURPOSE OF ACQUIRING OPERATING SOFTWARE AND INFORMATION TECHNOLOGY EQUIPMENT TO BE USED FOR PROCESSING INCREASED WORKLOADS RELATED TO UNEMPLOYMENT CLAIMS AND EMPLOYER ACCOUNTS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    From funds made available to the State under Section 903 of the Social Security Act, the sum of $1,207,749, or so much of that amount as is necessary, may be used at the direction of the Employment Security Commission for the purpose of acquiring operating software and information technology equipment to be used for processing increased workloads related to unemployment claims and employer accounts.

SECTION    2.    None of the funds authorized by this joint resolution for the use of the Employment Security Commission may be obligated after the expiration of the two-year period beginning on the effective date of this joint resolution.

SECTION    3.    The amount obligated pursuant to this joint resolution must not exceed, at any time, the amount by which the aggregate of the amounts transferred to the account of this State pursuant to Section 903 of the Social Security Act exceeds the aggregate of the amounts obligated for administration and paid out for benefits and required by law to be charged against the amounts transferred to the account of this State.

SECTION    4.    This joint resolution takes effect upon approval by the Governor.
