Whereas, the General Assembly of the State of South Carolina respects and honors military service as among the highest forms of patriotism; and

Whereas, all South Carolinians must gratefully acknowledge the sacrifices made by the men and women of our armed forces when called to action, including risking peril to their own lives, injury, disability, separation from family and loved ones, and the potential loss of livelihood for members of our nation's Reserve Forces; and

Whereas, the United States of America has entered into and is engaged in a global war, not only to defend the American people and our homeland from international terrorism, but to bring peace and restore basic human rights in distant lands; and

Whereas, Operation Enduring Freedom and Operation Iraqi Freedom together hold the promise of advancing America's war on terrorism and establishing peace and democracy in Afghanistan and Iraq; and

Whereas, Major Phillip Lenski distinguished himself as Chief of the Criminal Law Department of the Staff Judge Advocate's Office for the Coalition Forces Land Component Command; and

Whereas, in Kuwait and Iraq, Major Lenski headed an office of attorneys and Judge Advocate General officers and prosecuted fourteen courts-martial with a 100 percent conviction rate; and

Whereas, he ably advised commanders, investigated and prepared for trials, and conducted criminal proceedings professionally; and

Whereas, his contribution in Kuwait and Iraq served to advance the military and security interests of the American people and has also advanced the rule of law in regions long denied the benefits and protection of the law; and

Whereas, in recognition of his leadership, achievements, and commitment to military service, Major Phillip Lenski was awarded the United States Army Commendation Medal, the Meritorious Service Medal, and the Defense Meritorious Service Medal. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:
