A HOUSE RESOLUTION

TO COMMEND AND CONGRATULATE CHIEF CARTER H. JONES OF MANNING FOR HIS LIFETIME OF DEDICATED SERVICE TO THE CLARENDON COUNTY FIRE DEPARTMENT AND THE STATE OF SOUTH CAROLINA AND TO WISH HIM MUCH SUCCESS AND HAPPINESS IN HIS FUTURE ENDEAVORS.

Whereas, the members of the House of Representatives of South Carolina recognize and extol Chief Carter H. Jones for his lifetime of commitment and service to the Clarendon County Fire Department and his many other contributions to the State of South Carolina; and

Whereas, Chief Carter Jones attended North Greenville College and received an Associate of Arts degree in 1966 before attending Presbyterian College where he received a Bachelor of Arts degree in Psychology. Chief Jones also attended the University of Georgia where he received a Masters of Education degree in Rehabilitation Counseling; and

Whereas, while employed by the South Carolina Department of Vocational Rehabilitation, Chief Jones worked with troubled youth and the mentally handicapped in Sumter city and county schools. During his service as a vocational rehabilitation counselor, he served as a volunteer firefighter for the City of Manning until 1973; and

Whereas, Chief Carter Jones served as a training specialist and as a deputy state fire marshal where his duties involved implementing fire safety educational programs in health care facilities, schools, senior citizens centers, and other places of assembly. After serving as a training specialist and as a deputy state fire marshal, he became Chief Executive for the Clarendon County Fire Department in June of 1977; and

Whereas, as Chief of the Clarendon County Fire Department, Chief Jones supervised all aspects of fire prevention, fire investigations, and fire prosecutions for Clarendon County. Chief Carter Jones also served as Chief of the City of Manning Fire Department until the position was abolished in 1991 due to reorganization; and

Whereas, Chief Carter Jones received specialized fire fighting training in many areas including fire and arson investigation, hazardous materials, fire prevention, OSHA-bloodborne pathogen standard, emergency operations in disasters, insurance fraud, and fire department officer training; and

Whereas, Chief Carter Jones has passed on his experience as a firefighter through his many teaching experiences at the University of South Carolina - Spartanburg Campus, the South Carolina Fire Academy, and the South Carolina Criminal Justice Academy; and

Whereas, Chief Carter Jones received many honors and awards during his service in the Clarendon County Fire Department. He was the "Firefighter of the Year" for the Manning Fire Department in 1989 and the South Carolina State Firemen's Association "Firefighter of the Year" in 1996. Chief Jones was the youngest member of the State Firemen's Association to be inducted into the South Carolina Firefighter Hall of Fame in 1983 and served as president of the association from 1979-1980. Chief Jones received recognition for his role in the recovery efforts after Hurricane Hugo and participated in several conferences in various states on fire service response to hurricanes; and

Whereas, Chief Carter Jones is active in many organizations including the South Carolina State Firemen's Association, Pee Dee Firefighter's Association, National Fire Protection Association, and South Carolina Law Enforcement Officers' Association. Chief Jones is a member of the Clarendon Baptist Church where he serves as deacon and Sunday school teacher for the college and careers class; and

Whereas, the members of the South Carolina House of Representatives are pleased to recognize Chief Carter H. Jones for his lifetime of commitment and service to the Clarendon County Fire Department and the State of South Carolina. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, commend and congratulate Chief Carter H. Jones for his lifetime of dedicated service to the Clarendon County Fire Department and the State of South Carolina and to wish him much success and happiness in his future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Chief Carter H. Jones of Manning.
