CONGRATULATING RAY REICH, DOWNTOWN MANAGER FOR THE CITY OF SUMTER, ON BEING PRESENTED THE 2002 OUTSTANDING ACHIEVEMENT AWARD FROM THE GREATER SUMTER COUNTY CHAMBER OF COMMERCE IN RECOGNITION OF HIS ENTHUSIASTIC EFFORTS IN REVITALIZATION OF THE DOWNTOWN AREA OF SUMTER.
Whereas, Ray Reich is a transplant to the Sumter area, having made his home there twenty years ago from West Virginia; and
Whereas, he eventually owned three radio stations in Sumter and made his mark in the broadcast arena; and
Whereas, free time loomed large after retirement for this energetic go-getter, and he applied for the responsibility of remaking Downtown Sumter; and
Whereas, in only a couple of years he has made an impact on the Sumter area, including:
* improvement of a low-interest loan program and facade grant program for downtown merchants *
* acquisition of dilapidated properties and abandoned buildings to create new taxpaying entities downtown *
* design of the new Beau Graham Square and a new streetscape program; and *
Whereas, his enthusiasm for a revitalized downtown is contagious and has caught fire with the greater Sumter area. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the House of Representatives of the State of South Carolina, by this resolution, congratulate Ray Reich, Downtown Manager for the City of Sumter, on being presented the 2002 Outstanding Achievement Award from the Greater Sumter County Chamber of Commerce in recognition of his enthusiastic efforts in revitalization of the downtown area of Sumter.
Be it further resolved that a copy of this resolution be forwarded to Ray Reich.
