A HOUSE RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE DEATH OF FRANK HILLARD RICE, OF SPARTANBURG COUNTY, MONDAY, JANUARY 19, 2004, AND TO CONVEY THEIR DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina House of Representatives were deeply saddened by the death of Frank Hillard Rice, of Spartanburg County, on January 19, 2004, at the age of eighty; and

Whereas, Mr. Rice was born in Madison County, North Carolina, on September 3, 1923, and was the son of the late Paul B. and Mollie Allen Rice. He had four brothers, Clyde E. Rice, Joe H. Rice, Bill H. Rice and the late J. Paul Rice, and one sister, Dot R. Gilbert, all of Spartanburg; and

Whereas, educated in the public school systems of North Carolina and South Carolina, Mr. Rice was a graduate of Spartanburg Junior College and Wofford College, and he received a Master's degree from Furman University; and

Whereas, Mr. Rice served his country with honor and distinction as a United States Marine and was a decorated veteran of World War II. He saw action during the invasions of Bougainville, Guam, and Iwo Jima, and he also served in both New Zealand and Guadalcanal; and

Whereas, Mr. Rice was a loyal and faithful member of Fairforest Baptist Church in Spartanburg and had served as a Deacon of the Church; and

Whereas, a dedicated educator serving more than twenty-five years in public education, Mr. Rice recently retired as Principal of Fairforest Elementary School, where he was admired and respected not only by his own teachers and staff, but also throughout the education community; and

Whereas, Mr. Rice is survived by his wife, Jean Pierce Rice of Spartanburg, two sons, Frank H. Rice, Jr., of Spartanburg and Michael T. Rice of Lexington, North Carolina, a daughter, Denise R. Melton of Wadesboro, North Carolina, and seven grandchildren; and

Whereas, Mr. Frank Hillard Rice proudly served both his country and his community throughout his life, and his presence among family and friends will be sorely missed. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, express their profound sorrow upon the death of Frank Hillard Rice, of Spartanburg County, Monday, January 19, 2004, and convey their deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Jean Pierce Rice of Spartanburg.
