A BILL

TO AMEND SECTION 56-1-50, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE ISSUANCE OF A BEGINNER'S PERMIT, SO AS TO PROVIDE THAT A PERSON WHO IS LESS THAN EIGHTEEN YEARS OF AGE AND HAS NEVER HELD A FORM OF LICENSE EVIDENCING PREVIOUS DRIVING EXPERIENCE FIRST MUST BE ISSUED A BEGINNER'S PERMIT AND MUST HOLD IT FOR AT LEAST ONE HUNDRED EIGHTY DAYS BEFORE BEING ELIGIBLE FOR FULL LICENSURE WHILE A PERSON WHO IS EIGHTEEN YEARS OF AGE OR OLDER AND HAS NEVER HELD A FORM OF LICENSURE EVIDENCING PREVIOUS DRIVING EXPERIENCE FIRST MUST BE ISSUED A BEGINNER'S PERMIT AND MUST HOLD IT FOR AT LEAST THIRTY DAYS BEFORE BEING ELIGIBLE FOR FULL LICENSURE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 56-1-50(F) the 1976 Code, as last amended by Act 181 of 2002, is further amended to read:

"(F)    A person who is less than eighteen years of age and has never held a form of license evidencing previous driving experience first must be issued a beginner's permit and must hold the permit for at least one hundred eighty days before being eligible for full licensure. A person who is eighteen years of age or older and has never held a form of license evidencing previous driving experience first must be issued a beginner's permit and must hold the permit for at least thirty days before being eligible for full licensure."

SECTION    2.    This act takes effect upon approval by the Governor.
