To whom was referred a Bill (H. 4006) to amend the Code of Laws of South Carolina, 1976, by adding Section 59-53-425 so as to provide that Trident Technical College is authorized to establish a four-year culinary curriculum program, etc., respectfully

EXPLANATION OF IMPACT:

Passage of this bill would have no direct impact on the General Fund of the State as the funds necessary for establishing this program must be provided from existing appropriations within the State Board for Technical and Comprehensive Education or other available revenue sources. Should tuition and fee revenue be used to cover these costs, it would likely necessitate an adjustment in Trident Technical College's fee structure.

A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-53-425 SO AS TO PROVIDE THAT TRIDENT TECHNICAL COLLEGE IS AUTHORIZED TO ESTABLISH A FOUR-YEAR CULINARY CURRICULUM PROGRAM AND AWARD BACCALAUREATE DEGREES IN CULINARY ARTS FOR STUDENTS GRADUATING FROM THIS PROGRAM, AND TO PROVIDE FOR THE MANNER IN WHICH FUNDING FOR THIS PROGRAM SHALL BE PROVIDED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 5, Chapter 53, Title 59 of the 1976 Code is amended by adding:

"Section 59-53-425.    Notwithstanding any other provision of law, the governing commission of Trident Technical College is authorized to establish a four-year culinary curriculum program and award baccalaureate degrees in culinary arts for students graduating from this program. This program must be established pursuant to guidelines established by the State Board for Technical and Comprehensive Education in conjunction with the Commission on Higher Education. However, prior approval of either the State Board for Technical and Comprehensive Education or the Commission on Higher Education to establish this program is not required.

Funding for this program shall be provided by the State Board for Technical and Comprehensive Education from existing appropriations for instructional programs or from other available sources as determined by the state board."

SECTION    2.    This act takes effect upon approval by the Governor.
