A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 10 TO CHAPTER 3, TITLE 56 SO AS TO PROVIDE THAT THE DEPARTMENT OF PUBLIC SAFETY MAY ALLOW YEAR OF MANUFACTURE LICENSE PLATES TO SERVE AS THE OFFICIAL LICENSE PLATES FOR CERTAIN MOTOR VEHICLES AND TO PROVIDE THAT AN OWNER OF A CERTAIN VEHICLE MANUFACTURED FOR MILITARY PURPOSES THAT IS REGISTERED AND LICENSED UNDER THIS SECTION MAY HAVE ITS REGISTRATION NUMBERS PAINTED ON THE FRONT AND REAR OF THE VEHICLE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Chapter 3, Title 56 of the 1976 Code is amended by adding:

"Article 10

Year of Manufacture Motor Vehicle License Plates

Section 56-3-1450.    (A)    An owner of a motor vehicle that is at least twenty-five years old after the requirements for the registration of the vehicle have been complied with and with the approval of the department, may utilize license plates of this State with the date of year corresponding to the model year date when the vehicle was manufactured, if the model year date license plate is legible and serviceable, as determined by the department, instead of the license plates required by this chapter.

(B)    An owner of a vehicle manufactured for military purposes that is registered and licensed under this section may display its assigned registration number by painting it on the front and rear of the vehicle in a manner prescribed by the department.

(C)    A fee of thirty-five dollars must be charged for the application for use of the special license plates contained in this section.

(D)    In addition to the regular renewal fee for the vehicle for which the plates are authorized, the applicant for a renewal of the plates must be charged an additional fee of ten dollars. When payment of a regular vehicle renewal fee is not required by this chapter, the holder of any license plates with a date corresponding to the model year may retain the plates upon payment of an annual fee of twenty dollars, which must be paid at the expiration of the registration year of the motor vehicle to which the plate was last assigned under this section.

(E)    Whenever a person who has been authorized to utilize the special license plates contained in this article applies to the department for transfer of the plates to another vehicle, a transfer fee of twelve dollars must be charged in addition to any other appropriate fees."

SECTION    2.    This act takes effect upon approval by the Governor.
