A CONCURRENT RESOLUTION

TO CONGRATULATE CORPORAL CARROLL WELCH OF THE SOUTH CAROLINA HIGHWAY PATROL UPON HIS RECEIPT OF THE BRONZE STAR FOR EXCEPTIONAL MERITORIOUS SERVICE IN IRAQ AS A MEMBER OF THE ARMY NATIONAL GUARD.

Whereas, the members of the General Assembly are pleased to learn that South Carolina Highway Patrol Lance Corporal Carroll Welch, an Army National Guardsman with the rank of Sergeant First Class who spent a year serving in Iraq, was recently awarded the Bronze Star for exceptional meritorious service; and

Whereas, Carroll Welch has been in the guard for twenty-four years. He is a Sergeant First Class with the 133rd Military Police Company in Florence. His company was deployed to Fort Stewart, Georgia, in 2002 for nearly a year and then was called up again in January 2003 for a yearlong tour in Iraq; and

Whereas, his service as a platoon sergeant while in Iraq was outstanding. His platoon suffered no casualties, had no accidents, and accomplished each mission; and

Whereas, he is a tireless leader and is credited with keeping soldiers in his command safe during several firefights; and

Whereas, their superb reaction to the imminent threat was a direct result of Sergeant First Class Welch's leadership and example; and

Whereas, he is a dependable and reliable employee of the Guard who has worked with the Highway Patrol for approximately eleven years; and

Whereas, the members of the General Assembly are extraordinarily proud of this brave South Carolinian and American who served his country with honor and distinction in a dangerous combat theater. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, congratulate Corporal Carroll Welch of the South Carolina Highway Patrol upon his receipt of the Bronze Star for exceptional meritorious service in Iraq as a member of the Army National Guard.

Be it further resolved that a copy of this resolution be forwarded to Carroll Welch.
