TO AMEND CHAPTER 3, TITLE 47, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO DOGS AND OTHER DOMESTIC ANIMALS BY ADDING ARTICLE 4 SO AS TO PROVIDE THAT A DOG MUST BE SECURELY RESTRAINED IN A PARKED MOTOR VEHICLE AND TO PROVIDE A PENALTY FOR A PERSON WHO VIOLATES THIS PROVISION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Chapter 3, Title 47 of the 1976 Code is amended by adding:
Section 47-3-280. (A) A dog that is kept inside a parked motor vehicle must be securely restrained in a manner that prevents it from independently exiting the motor vehicle through an open window, an open door, or from the open bed of the motor vehicle.
(B) An operator of a motor vehicle who violates a provision contained in subsection (A) is guilty of a misdemeanor and, upon conviction, must be fined not more than five hundred dollars."
SECTION 2. This act takes effect upon approval by the Governor.
