A CONCURRENT RESOLUTION

TO REQUEST THAT THE DEPARTMENT OF TRANSPORTATION NAME THE INTERCHANGE OF INTERSTATE 20 AND U. S. HIGHWAY NUMBER 1 IN LEXINGTON COUNTY IN HONOR OF THE LATE F. W. "BILLY" CAUGHMAN FOR HIS COMMUNITY, CIVIC, AND POLITICAL IMPACT ON THE CITY OF LEXINGTON AND LEXINGTON COUNTY AND INSTALL APPROPRIATE MARKERS OR SIGNS ON THE INTERCHANGE SO THAT AS THE PUBLIC PASSES THEY WILL REMEMBER MR. CAUGHMAN'S CONTRIBUTIONS TO THE COMMUNITY.

Whereas, the members of the General Assembly are proud to honor such a worthy citizen as the late F. W. "Billy" Caughman of Lexington for his outstanding contributions to the community; and

Whereas, the members of the General Assembly have felt the loss of Billy Caughman who passed away on May 5, 1991, at the age of sixty; and

Whereas, a native of South Carolina, Mr. Caughman was born in Lexington County where he was a successful businessman as President of Caughman's Meat Plant and President of the South Carolina Association of Meat Producers; and

Whereas, in addition to running his business, Billy Caughman also was a public servant as Commissioner for the South Carolina Department of Highways and Public Transportation from 1983 to 1987; and

Whereas, Mr. Caughman was active in the Lexington community as a member of St. Stephen's Lutheran Church and the Woodmen of the World, and he served on the Board of Directors of the Lexington State Bank; and

Whereas, it is with great honor and admiration that the members of the General Assembly request that the Department of Transportation name that portion of U.S. Highway 1 that runs from Interstate 20 to the Oak Grove area in Lexington County in honor of the late F. W. "Billy" Caughman. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly request that the Department of Transportation name the interchange of Interstate 20 and U. S. Highway Number 1 in Lexington County in honor of the late F. W. "Billy" Caughman for his community, civic, and political impact on the City of Lexington and Lexington County and install appropriate markers or signs on the interchange so that as the public passes they will remember Mr. Caughman's contributions to the community.

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
