A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-26-95 SO AS TO PROVIDE THAT BEGINNING JULY 1, 2004, A LICENSED SCHOOL COUNSELOR WHO HAS MET THE REQUIREMENTS FOR AND ACQUIRED A NATIONAL CERTIFIED SCHOOL COUNSELOR (NCSC) ENDORSEMENT FROM THE NATIONAL BOARD OF CERTIFIED COUNSELORS AND WHO IS EMPLOYED AS A SCHOOL COUNSELOR BY A LOCAL SCHOOL DISTRICT ON A TEACHER SALARY SCHEDULE SHALL RECEIVE ALL INCENTIVES AND PRIVILEGES OFFERED TO INDIVIDUALS RECEIVING THE NATIONAL BOARD FOR PROFESSIONAL TEACHING STANDARDS CERTIFICATION AND TO PROVIDE FOR THE CONDITIONS UNDER WHICH THESE INCENTIVES AND PRIVILEGES SHALL BE CONTINUED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    The 1976 Code is amended by adding:

"Section 59-26-95.    Beginning July 1, 2004, a licensed school counselor who has met the requirements for and acquired a National Certified School Counselor (NCSC) endorsement from the National Board of Certified Counselors and who is employed as a school counselor by a local school district on a teacher salary schedule shall receive all incentives and privileges offered to individuals receiving the National Board for Professional Teaching Standards Certification. These licensed school counselors shall submit documentation to the State Department of Education that is required to show the endorsement has been obtained. However, incentives and privileges authorized under this section must be discontinued two years after the date on which the National Board for Professional Teaching Standards offers a certification area specifically for school counselors. A school counselor receiving the incentives and privileges authorized under this section then must be required to complete the National Board for Professional Teaching Standards certification in order to continue receiving those incentives and privileges."

SECTION    2.    This act takes effect upon approval by the Governor.
