A HOUSE RESOLUTION

EXPRESSING THE SINCERE APPRECIATION OF THE MEMBERS OF THE HOUSE OF REPRESENTATIVES TO THE WASHINGTON STATE UTILITIES AND TRANSPORTATION COMMISSION FOR THEIR ASSISTANCE TO THE PEOPLE AND UTILITIES OF SOUTH CAROLINA AND GRACIOUS HOSPITALITY TO THE STATE REGULATION OF PUBLIC UTILITY REVIEW COMMITTEE, OFFICE OF REGULATORY STAFF SUBCOMMITTEE CHAIRMAN BILL SANDIFER, AND HIS STAFF.

Whereas, the State Regulation of Public Utility Review Committee, Office of Regulatory Staff Subcommittee Chairman Bill Sandifer, and his staff, visited the Washington State Utilities and Transportation Commission on Tuesday, October 19, 2004; and

Whereas, Washington State Utilities Commissioner Patrick Oshie and the commission staff, particularly Director of the Regulatory Services Division, Dr. Glenn Blackmon, orchestrated a wonderful and educational daylong program which conveyed the preeminent public utilities regulation practices of the commission; and

Whereas, some of the many valuable aspects of the program included discussions on staff development, strategic planning, evaluation, and commission interaction with regional and national actors; and

Whereas, the knowledge and professionalism of the Washington State Utilities and Transportation Commission is an asset to the people of Washington State, and the people of South Carolina are fortunate beneficiaries of their willingness to impart this knowledge. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives express their sincere appreciation to the Washington State Utilities and Transportation Commission for assisting the people and utilities of South Carolina and for extending gracious hospitality to the State Regulation of Public Utility Review Committee, Office of Regulatory Staff Subcommittee Chairman Bill Sandifer, and his staff.

Be it further resolved that a copy of this resolution be forwarded to the Washington State Utilities and Transportation Commission.
