A HOUSE RESOLUTION

TO EXPRESS THE GRATITUDE AND APPRECIATION OF THE MEMBERS OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES TO BRENDA ANDERSON, ABBEVILLE COUNTY VOTER REGISTRATION DIRECTOR, FOR HER EXEMPLARY SERVICE AND EXTEND BEST WISHES FOR A LONG AND FULFILLING RETIREMENT.

Whereas, with mixed emotions, the members of the House of Representatives have learned that Brenda Anderson of Abbeville County supervised her final election in November 2004, and is retiring soon after; and

Whereas, Abbeville County has been blessed over the years with a staff composed of very able and talented people, and Brenda Anderson is clearly one of the most capable individuals who has served; and

Whereas, Ms. Anderson diligently served the Abbeville County Voter Registration Office for twenty-nine years, beginning her employment in 1975, and dynamically adapted to many procedural and technological changes within the office; and

Whereas, Ms. Anderson is a graduate of Abbeville High School and Lander College; and

Whereas, she began her career with the Abbeville County Voter Registration Office as a part-time employee. After one year as a part-time employee she transitioned into full-time employment working directly with the Voter Registration Clerk for the County at that time; and

Whereas, in 1977, she became the Abbeville County Voter Registration Director; and

Whereas, initially Ms. Anderson worked for separate entities, the Abbeville Election Commission and the Registration Board. These bodies merged in 1990 to increase efficiency. This added to her duties, which now included the responsibility of overseeing elections as well as registering people to vote. Ms. Anderson was, however, well-equipped to handle this new challenge and responded admirably; and

Whereas, in 1992, she responded accordingly when the number of precincts in Abbeville County was consolidated from twenty-four to fourteen; and

Whereas, in 1993, Ms. Anderson facilitated new technology which allowed the office to put voter registration data online, eliminating the old method of typing everything by hand and mailing carbon-copies to Columbia. This increased the office's overall efficiency and added to voter convenience; and

Whereas, in 1996, the method of tabulating votes changed with the introduction of ballot tabulation machines. Ms. Anderson managed the newly procured ballot tabulation machines helping ease and secure the counting process; and

Whereas, in 2004, election technology embarked upon a new frontier with the establishment of the touch screen machine. In one of her final contributions, Ms. Anderson smoothed the transition from the paper ballot, which was recently only used for mailing out absentee ballots. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representative express their gratitude and appreciation to Brenda Anderson, Abbeville County Voter Registration Director, and extend best wishes for a long and fulfilling retirement.

Be it further resolved that a copy of this resolution be forwarded to Brenda Anderson, of Abbeville County.
