To whom was referred a Bill (H. 4313) to amend the Code of Laws of South Carolina, 1976, by adding Section 53-3-185 so as to provide that the first Friday in May of each year, etc., respectfully

REPORT:

That they have duly and carefully considered the same and recommend that the same do pass with amendment:

Amend the bill, as and if amended, by striking in its entirety Section 53-3-185, as contained in SECTION 2, page 2, and inserting:

/ "Section 53-3-185.    The first Friday in May of each year is declared to be 'Vietnam Veterans Survivors' and Remembrance Day' in South Carolina." /

Renumber sections to conform.

Amend title to conform.

A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 53-3-185 SO AS TO PROVIDE THAT THE FIRST FRIDAY IN MAY OF EACH YEAR IS DECLARED TO BE "VIETNAM VETERANS SURVIVORS' DAY" IN SOUTH CAROLINA.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    The General Assembly finds that:

(1)    throughout America's history, courageous men and women have taken up arms to secure, defend, and maintain the freedom and democracy we hold so dear;

(2)    more than three million members of our country's armed forces served in Southeast Asia in support of military operations on behalf of South Vietnam;

(3)    over eight hundred ninety-six members of America's military from South Carolina paid the ultimate sacrifice, with thousands more wounded as a result of the armed conflict in Vietnam;

(4)    the military survivors were never officially welcomed home as true patriotic heroes, when they returned to United States soil;

(5)    the South Carolina veterans groups have worked to return respectability to Vietnam veterans while helping them feel good about themselves and improve their quality of life; and

(6)    it is important to encourage all South Carolinians to recognize with honor and respect the many contributions made by Vietnam veterans to promote the American way of life.

SECTION    2.    Chapter 3, Title 53 of the 1976 Code is amended by adding:

"Section 53-3-185.    The first Friday in May of each year is declared to be 'Vietnam Veterans Survivors' Day' in South Carolina."

SECTION    3.    This act takes effect upon approval by the Governor.
