A BILL

TO AMEND SECTION 59-150-360, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO TUITION ASSISTANCE FROM LOTTERY FUNDS, SO AS TO PROVIDE FOR A SPECIFIC AMOUNT AS AN ANNUAL AWARD SUPPLEMENT AND TO PROVIDE FOR CUMULATIVE ADJUSTMENT OF THE AWARD AMOUNT SO AS TO REFLECT INCREASES IN THE HIGHER EDUCATION PRICE INDEX.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 59-150-360(D) of the 1976 Code is amended to read:

"(D)    'Tuition Assistance' for purposes of this section means, to the extent funds are appropriated, an annual award supplement of one thousand dollars a term for eligible resident students attending a two-year technical college or a public two-year institution, to be applied to the amount charged for registering for credit hours of instruction and academic fees, less all federal grants and need-based grants, and does not include other fees, charges, or costs of textbooks. Every fourth year beginning with the annual award supplements applicable for the 2010-2011 academic year, this maximum award amount must be cumulatively adjusted to ensure the amount available for a term reflects recent increases in the Higher Education Price Index."

SECTION    2.    This act takes effect upon approval by the Governor.
