A JOINT RESOLUTION

TO PROVIDE FOR A MORATORIUM ON THE ISSUANCE OF PERMITS FOR NEW CONSTRUCTION AND DEMOLITION DEBRIS AND NEW LAND-CLEARING DEBRIS LANDFILLS IN ANDERSON COUNTY UNTIL NEW REGULATIONS CONTROLLING THE LANDFILLS HAVE BEEN PROMULGATED BY THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL AND BECOME EFFECTIVE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    There is established a moratorium on the issuance of permits for new construction and demolition debris and new land-clearing debris landfills in Anderson County by the Department of Health and Environmental Control. The moratorium shall remain in effect until new regulations promulgated buy the department regulating construction, demolition, and land-clearing debris landfills become effective.

SECTION    2.    This joint resolution takes effect upon approval by the Governor and also applies to pending permits on the effective date of this act.
