A CONCURRENT RESOLUTION

TO WELCOME THE COMPATRIOTS OF THE SECOND SOUTH CAROLINA INFANTRY OF PENNSYLVANIA, COMPANY E, TO CAMDEN, SOUTH CAROLINA, ON APRIL 12, 2008.

Whereas, the members of the South Carolina General Assembly pause in their deliberations to express their appreciation to the Second South Carolina Infantry of Pennsylvania, Company E, commanded by Colonel Ronald H. Bieber, for the special remembrance of Joseph B. Kershaw, Brigadier General in the Confederate States Army; and

Whereas, the members of the Second South Carolina Infantry of Pennsylvania intend to place on his grave at Quaker Cemetery in Camden a bronze plaque enumerating the major campaigns, most notably Fredricksburg, Gettysburg, and Chickamauga, in which General Joseph B. Kershaw was engaged during the War Between the States; and

Whereas, as a gift to Camden, this plaque is given in honor of General Kershaw and the late Joyce Schwenzer Bieber, who died in October 2006 before her dream could be realized that the grave be so marked; and

Whereas, Joyce Schwenzer Bieber, who loved South Carolina as much as her native state, was known to her troops as Captain Sally Tompkins, whom she portrayed in reenactments; and

Whereas, Sally Tompkins operated a private hospital in Richmond, Virginia, during the War Between the States, and this hospital had the highest survival rate of any hospital for Confederate soldiers; therefore, Confederate President Jefferson Davis gave Sally Tompkins an officer's commission in the Confederate Army; and

Whereas, on April 12, 2008, the compatriots of the Second South Carolina Infantry of Pennsylvania, Company E, plan a ceremony to place the bronze plaque and so honor General Kershaw. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, welcome the compatriots of the Second South Carolina Infantry of Pennsylvania, Company E, to Camden, South Carolina, on April 12, 2008.

Be it further resolved that a copy of this resolution be forwarded to Colonel Ronald H. Bieber, commander of the Second South Carolina Infantry of Pennsylvania, Company E.
