VERSIONS OF THIS BILL
TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE DEATH OF MR. LEROY E. BROWNE, SR., OF BEAUFORT COUNTY, AND TO EXTEND THEIR DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.
Whereas, the members of the South Carolina House of Representatives were deeply saddened to learn of the death of Mr. Leroy E. Browne, Sr., on January 21, 2007, at the venerable age of 91; and
Whereas, Mr. Browne, a former Beaufort County Councilman, was South Carolina's first African American elected official after Reconstruction; and
Whereas, as a hero and wise mentor, he led the way for other African American leaders during the civil rights movement and received national attention upon election to the Beaufort County Board of Directors (later the County Council) in 1960, which set the pattern for the entire nation; and
Whereas, serving on the County Council until 1980, Mr. Browne won the admiration and respect of his colleagues, as well as the people he served; and
Whereas, St. Helena Island's first health center, part of Beaufort-Jasper-Hampton Comprehensive Health Services, was named in honor of this champion for education and health care in 1980; and
Whereas, Mr. Browne, born May 30, 1916, on St. Helena Island, was graduated from Penn School in 1934 and from Hampton Institute, now Hampton University in Virginia, in 1940; and
Whereas, he was blessed with a family, including his beloved wife of sixty-one years, Corinne Jefferson Browne; daughters Carol Garner, of Suwanee, Georgia, Rosalyn Browne, of St. Helena Island, Cynthia Husband, of Stone Mountain, Georgia, and Martha Douglas, of Beaufort; a son, Leroy Browne, Jr.; six grandchildren; and a great-granddaughter.
Whereas, Leroy E. Browne, Sr., for twenty-five years Superintendent of Buildings and Grounds at Penn Center, was a valued colleague whose wisdom was sought even after his retirement; and
Whereas, he admirably served this State, as well as his county and community, in many ways, among them as a member of the National Association for the Advancement of Colored People; the Low Country Regional Council; the Sea Island Federal Credit Union Board of Directors; the Sea Island Farmers Co-op; the Democratic Party Executive Committee; and Brick Baptist Church, where he was a member for eighty-four years, serving as a church trustee and as church treasurer; and
Whereas, because of the high esteem in which he was held by the people of South Carolina for his accomplishments and contributions to this great State, in 1980, upon his retirement, Mr. Browne was given the State's highest honor, the Order of the Palmetto, presented by former Governor Richard Riley; and
Whereas, in 2004, he was honored by the South Carolina Voter Education Project and presented with the Trailblazer Award for his contributions in encouraging African Americans to become registered voters and to participate in the political process. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, express their profound sorrow upon the death of Mr. Leroy E. Browne, Sr., of Beaufort County, and extend their deepest sympathy to his family and many friends.
Be it further resolved that a copy of this resolution be forwarded to Mrs. Corinne Jefferson Browne.
