A HOUSE RESOLUTION

TO RECOGNIZE AND CONGRATULATE PRIVATE FIRST CLASS KIMBERLY "KIM" POIRIER UPON BEING NAMED ROTARY CLUB OF MYRTLE BEACH OFFICER JOE MCGARRY MEMORIAL POLICE OFFICER OF THE YEAR FOR 2006, AND TO COMMEND HER FOR HER OUTSTANDING SERVICE AS A LAW ENFORCEMENT OFFICER AND AS AN ASSET TO HER STATE, COUNTY, AND CITY.

Whereas, the members of the House of Representatives are pleased to learn that Kimberly "Kim" Poirier has been named Rotary Club of Myrtle Beach Officer Joe McGarry Memorial Police Officer of the Year for 2006; and

Whereas, the award recognizes the outstanding performance of a police officer, honoring the memory of the courage and dedication of the late Officer Joe McGarry who was killed in the line of duty December 29, 2002; and

Whereas, Officer Poirier initiated and researched the need for a "Pay before you Pump" ordinance by the city of Myrtle Beach; and

Whereas, she personally convinced many merchants it would work, eliminating the petty larceny of drive-offs in the city; and

Whereas, PFC Poirier also founded "Help us, Help You", a program to help agencies coordinate to more successfully assist the homeless in reestablishing their identity in society; and

Whereas, in her duties in the Five Points area, Officer Poirier has been an integral part of the reduction in crime in the city by helping to create the downtown "Business Watch Program"; and

Whereas, PFC Poirier worked for ten years as a teacher and has used that valuable experience as she instructs physical education at the Myrtle Beach Primary School; and

Whereas, Kim also works frequently with the Department of Social Services and Waccamaw Mental Health to assist children and their families; and

Whereas, being a certified Field Training Officer, Kim trains new recruits, leaving them with an indelible impression of a person who cares about making a difference; and

Whereas, she was the main organizer of the "Police Unity Bike Tour", a 250 mile tour to raise money for the Concerns of Police Survivors and the National Law Enforcement Officers Memorial; and

Whereas, Officer Poirier raised over ten thousand dollars, locally, to particularly honor the Myrtle Beach community's two fallen officers, Henry Howard Scarborough and Joe McGarry; and

Whereas, Kim's caring extends to not only people but to its four legged inhabitants by organizing donations for a luncheon to benefit the Grand Strand Humane Society; and

Whereas, it is obvious that Kim Poirier has a genuine love for her career and is dedicated to making a difference in Myrtle Beach by making a safe and secure community in which to live; and

Whereas, the members of the House of Representatives would like to publicly recognize and commend this outstanding officer upon her receipt of this truly deserved award. Now, therefore,

Be it resolved by the House of Representatives:

That the member of the House of Representatives of the State of South Carolina, by this resolution, recognize and congratulate Private First Class Kimberly "Kim" Poirier upon being named Rotary Club of Myrtle Beach Officer Joe McGarry Memorial Police Officer of the Year for 2006, and commend her for her outstanding service as a law enforcement officer and as an asset to her state, county, and city.

Be it further resolved that a copy of this resolution be forwarded to Private First Class Kimberly Poirier.
