THE COMMITTEE ON EDUCATION

To whom was referred a Bill (S. 324) to amend Section 59-26-85, Code of Laws of South Carolina, 1976, relating to National Board for Professional Teaching Standards certification, so as to provide that teachers, etc., respectfully

REPORT:

That they have duly and carefully considered the same and recommend that the same do pass with amendment:

Amend the bill as and if amended, by striking SECTION 1 and inserting:

/SECTION    1.    Section 59-26-85 of the 1976 Code is amended by adding subsection (C) at the end to read:

"(C)    Teachers who are certified by the National Board for Professional Teaching Standards (NBPTS) who are currently employed as a public classroom teacher in this State, but are not yet certified by the State, shall receive an increase in pay equal to two-thirds of the amount provided for state-certified teachers who also are NBPTS certified.    /

Renumber sections to conform.

Amend title to conform.

EXPLANATION OF IMPACT:

The State Department of Education (SDE) estimates the total recurring cost to be $23,602, including fringe benefits. According to SDE, there are currently 4 teachers who would qualify for the pay increase. The amount would increase if additional teachers are hired who fit the criteria as stated in the proposed legislation. This initiative could be funded with state general funds and/or Education Improvement Act Funds.

A BILL

TO AMEND SECTION 59-26-85, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO NATIONAL BOARD FOR PROFESSIONAL TEACHING STANDARDS CERTIFICATION, SO AS TO PROVIDE THAT TEACHERS WHO ARE CERTIFIED BY THE NATIONAL BOARD FOR PROFESSIONAL TEACHING STANDARDS (NBPTS), BUT NOT YET CERTIFIED BY THE STATE, SHALL RECEIVE AN INCREASE IN PAY EQUAL TO TWO-THIRDS OF THE AMOUNT PROVIDED FOR STATE-CERTIFIED TEACHERS WHO ALSO ARE NBPTS CERTIFIED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 59-26-85 of the 1976 Code is amended by adding subsection (C) at the end to read:

"(C)    Teachers who are certified by the National Board for Professional Teaching Standards (NBPTS), but not yet certified by the State, shall receive an increase in pay equal to two-thirds of the amount provided for state-certified teachers who also are NBPTS certified."

SECTION    2.    This act takes effect upon approval by the Governor.
