A CONCURRENT RESOLUTION

TO REQUEST THAT THE DEPARTMENT OF TRANSPORTATION NAME THE PORTION OF SOUTH CAROLINA HIGHWAY 221 IN SPARTANBURG COUNTY FROM ITS INTERSECTION WITH MANNING STREET TO ITS INTERSECTION WITH THOMPSON STREET "LIEUTENANT COLONEL HOWARD L. PAINTER BOULEVARD, CHESNEE HIGH SCHOOL PRINCIPAL FROM 1957 TO 1980", AND TO ERECT APPROPRIATE SIGNS AT THIS LOCATION THAT CONTAIN THE SAME WORDS.

Whereas, Retired Lieutenant Colonel Howard L. Painter is a life-long resident of the Chesnee Community in Spartanburg County; and

Whereas, he earned a Bachelor of Science degree in agriculture from Clemson University in 1942 and later earned a Master's degree in education form the University of South Carolina; and

Whereas, while attending Clemson University, he was commissioned a Second Lieutenant in the United States Air Force; and

Whereas, he was promoted to the rank of Captain while serving his country during World War II and was called back into active military service during the Korean War. Following the Korean War he returned to his local reserve unit where he retired as lieutenant colonel with over twenty-one years of military service; and

Whereas, in addition to his military career, Lieutenant Colonel Painter has had a distinguished career in the field of public education which includes serving as a teacher, an assistant principal at Cooley-Springs School, and principal of Chesnee High School for twenty-three years; and

Whereas, he and his late wife Sarah Brown Painter were blessed with three sons who have carried on his legacy of public service in the field of education; and

Whereas, it is fitting and proper to recognize the legacy of this son of South Carolina by naming a portion of South Carolina Highway 221 in Spartanburg County that lies one-half mile on either side of the main entrance to Chesnee High School. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution, requests that the Department of Transportation name the portion of South Carolina Highway 221 in Spartanburg County from its intersection with Manning Street to its intersection with Thompson Street "Lieutenant Colonel Howard L. Painter Boulevard, Chesnee High School Principal from 1957 to 1980" and erect appropriate markers or signs at this location that contain the same words.

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
