A CONCURRENT RESOLUTION

TO DECLARE THAT JANUARY 31, 2008, "PUBLIC LIBRARY APPRECIATION DAY" IN SOUTH CAROLINA.

Whereas, the South Carolina General Assembly, in Act 564 of 1978, found "that county public libraries make a substantial contribution to the education and recreation of the residents of the State and merit the continued interest and support of state and local governments; and

Whereas, public libraries contribute significantly to the overall quality of life of all South Carolinians; and

Whereas, today's public libraries utilize new and emerging technologies to provide access to a wealth of informational resources and services; and

Whereas, public libraries play a vital role in fostering literacy in our communities; and

Whereas, over 2.3 million people are registered library users; and

Whereas, over 19.8 million people visited South Carolina's public libraries in fiscal year 2006; and

Whereas, 21.5 million books and other materials were borrowed; and

Whereas, 637,440 children were in attendance at 22,123 children's programs; and

Whereas, a recent study by the University of South Carolina, School of Library and Information Science reported that every dollar invested in our public libraries results in a return investment of $4.48. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That January 31, 2008, be declared "Public Library Appreciation Day" in South Carolina.

Be it further resolved that the people of South Carolina avail themselves of the many rich services provided by our public libraries to meet their educational, informational, and recreational needs.
