A BILL

TO PROVIDE FOR A MORATORIUM ON THE ISSUANCE OF PERMITS FOR CONSTRUCTION DEBRIS LANDFILLS UNTIL REGULATIONS REGULATING SUCH LANDFILLS HAVE BEEN PROMULGATED BY THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL AND BECOME EFFECTIVE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    There is established a moratorium on the issuance of permits for construction, demolition, and land-clearing debris landfills by the Department of Health and Environmental Control. This moratorium remains in effect until new regulations promulgated by the department regulating construction, demolition, and land-clearing debris landfills become effective.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
