A CONCURRENT RESOLUTION

TO CREATE A STUDY COMMITTEE FOR THE PURPOSE OF EVALUATING HOW TO BETTER STRUCTURE AND GOVERN AN AIR TRANSPORT SYSTEM TO BENEFIT THE PUBLIC AND THE GRAND STRAND AREA OF THE STATE AND TO PROVIDE FOR THE STUDY COMMITTEE'S MEMBERSHIP AND RESPONSIBILITIES.

Whereas, the General Assembly believes:

(1)    a more competitive air transport system for the Grand Strand area is a key economic development tool for the residents of the area and the public; and

(2)    a more competitive air transport system must be developed only through consensus among the people and groups working to improve the governing structure and foster a more competitive operation for the air transport system; and

Whereas, it is the goal of the General Assembly to ensure that:

(1)    the public and the residents of the Grand Strand area have access to a competitively operated air transport system as quickly as possible; and

(2)    the development of an air transport system with enhanced competitiveness is achieved through a cooperative process of careful and considered evaluation. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

(A)    There is created a study committee to be known as the 'Grand Strand Air Transport Investigative Study Committee', composed of the following fourteen members:

(1)    four members appointed by the Horry County Council, who may be members of the county council;

(2)    two members appointed by the Myrtle Beach City Council, who may be members of the city council;

(3)    two members appointed by the Horry County Legislative Delegation, one of whom must be a Senator and one of whom must be a member of the House of Representatives. The two members of the Horry County Legislative Delegation shall serve as chairman and vice chairman of the committee;

(4)    one member appointed by the City of North Myrtle Beach, who may be an elected official;

(5)    one member appointed by the City of Loris, who may be an elected official;

(6)    one member appointed by the City of Conway, who may be an elected official; and

(7)    one member appointed by the Horry County Legislative Delegation upon recommendation of each of the following entities:

(a)    the Myrtle Beach Regional Economic Development Corporation;

(b)    the Myrtle Beach Golf Holiday; and

(c)    the Myrtle Beach Chamber of Commerce.

(B)    Committee members serve at the pleasure of the appointing authority. Members who serve by virtue of an office serve on the committee while they hold that office. A vacancy in the membership of the committee must be filled in the manner of the original appointment. Members of the General Assembly may be appointed to serve on this committee.

(C)    Committee members serve without compensation. The committee must use clerical and professional employees of the legislative delegation, the Horry County Council, and the Myrtle Beach City Council.

(D)    The committee has the following responsibilities:

(1)    evaluate how best to foster a partnership between the private sector and public sector to accomplish the goals of this resolution;

(2)    make recommendations to the General Assembly regarding the best form of governance, structure, and operations for a more competitive air transport system in the Grand Strand area and for any necessary legislation to provide for the governance, structure, and operations; and

(3)    submit a report containing its findings and recommendations to the Governor, the President Pro Tempore of the Senate, and the Speaker of the House of Representatives no later than January 15, 2009.
