A SENATE RESOLUTION

RECOGNIZING ROBERT M. KERR FOR HIS TWENTY-TWO YEARS OF INVALUABLE SERVICE TO THE PEOPLE OF SOUTH CAROLINA UPON THE OCCASION OF HIS RESIGNATION AS DIRECTOR OF THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, AND WISHING HIM SUCCESS IN HIS FUTURE ENDEAVORS.

Whereas, Robert M. Kerr has served the citizens of South Carolina as a state employee for twenty-two years, primarily at the Department of Health and Human Services; and

Whereas, Robert M. Kerr has for the last four years led the Department of Health and Human Services, developing the state Medicaid agency into a national model; and

Whereas, Mr. Kerr has encouraged "medical homes" for the Medicaid population to ensure better quality care and more efficient use of taxpayers' dollars; and

Whereas, Mr. Kerr has brought financial stability to the Medicaid program, leading the effort to save the State millions of dollars by reducing annual growth rates, increasing fraud and abuse detection efforts, and pursuing other reform initiatives; and

Whereas, Mr. Kerr, a Columbia native, is a 1981 graduate of the University of South Carolina, and holds professional licenses as a Certified Public Accountant and a Certified Management Accountant, in addition to graduating from the South Carolina Executive Institute; and

Whereas, Mr. Kerr's wife Janet and his three wonderful children have also sacrificed, as he gave long hours to serve the approximately one million South Carolinians who receive Medicaid services; and

Whereas, Mr. Kerr, affectionately known as "Robby," is leaving the state's safety net medical insurance program in healthy shape as he pursues other work that will surely also strengthen our State's health care system. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate, by this resolution, recognize Robby Kerr and his family for their invaluable service to the people of South Carolina, and wish Robby success in all his future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Robby Kerr.
