EXPRESSING THE APPRECIATION OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY FOR THE DISTINGUISHED CAREER IN PUBLIC SERVICE OF MS. DOROTHY D. KENNERLY ON THE OCCASION OF HER RETIREMENT FROM THE ORANGEBURG COUNTY BOARD OF ELECTIONS AND REGISTRATION.
Whereas, Ms. Dorothy D. Kennerly began her service to the Orangeburg County Board of Elections and Registration when she signed on as a secretary in 1975, becoming director in 1976; and
Whereas, retiring as director in 1990, she remained a board member and on her leaving that office will have served the board for thirty-one years and eleven months; and
Whereas, in that long career she has been tireless in her efforts to promote voter registration and voting, taking the registration books to area high schools, stores, and a major push every year by means of a booth at the Orangeburg County Fair which she personally painted and decorated with ferns and decorations from her home; and
Whereas, she ceaselessly encouraged local newspapers to run timely information about deadlines for registration, voting procedures, and absentee ballots; and
Whereas, she is a chapter member of the South Carolina Association of Registration and Election Officials (SCARE), assisting in the writing of its constitution, serving as its treasurer in 1980-1981, completing its Training and Certification Program in 1997, and for her efforts on its behalf, receiving the 2006 Moore Award presented at the SCARE Conference in February 2007; and
Whereas, in a career that has spanned hand-written voter registration cards and paper ballots to a statewide voter registration system and touch screen voting machines, she has adapted to the changes and maintained her enthusiasm and commitment to serve the people of Orangeburg County and South Carolina. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly, by this resolution, express their appreciation for the distinguished career in public service of Ms. Dorothy D. Kennerly on the occasion of her retirement from the Orangeburg County Board of Elections and Registration.
Be it further resolved that a copy of this resolution be forwarded to Ms. Kennerly.
