A SENATE RESOLUTION

TO RECOGNIZE AND COMMEND CATHY B. NOVINGER OF RICHLAND COUNTY FOR HER MANY YEARS OF OUTSTANDING COMMUNITY SERVICE, AND TO CONGRATULATE HER ON RECEIVING THE 2010 UNITED WAY OF THE MIDLANDS HUMANITARIAN OF THE YEAR AWARD.

Whereas, it is with great pleasure that the members of the South Carolina Senate honor individuals who freely give of their time and resources for the good of others, especially those who need it most; and

Whereas, Cathy B. Novinger of Richland County, an exemplary volunteer worker for many years in her community, has contributed untold hours of valuable volunteer service to the citizens of the Midlands and is thereby worthy of great praise; and

Whereas, Mrs. Novinger currently serves as the executive director of Palmetto AgriBusiness Council and president and CEO of Novinger QTR, Inc., located in West Columbia. She is also the owner of Vista on the West Antiques & Gifts; and

Whereas, she retired as senior vice president of SCANA Corporation in 1999, where her career spanned almost three decades. She first joined the company as a file clerk and rose to vice president at the age of thirty-two; and

Whereas, as chair of the Midlands Housing Alliance, Mrs. Novinger moved the issue of homelessness to the forefront of public discussion and then action, raising nearly $12 million to build the homeless transition center now under construction. She is passionate about the issue of ovarian cancer and served as the founding chair of the South Carolina Ovarian Cancer Foundation-Riverbanks Region. Her many posts of service, both past and present include membership on the Greater Columbia Chamber of Commerce Board of Directors (immediate past chair), Lexington Medical Center Foundation, South Carolina State Chamber Executive Committee, South Carolina State Board for Technical & Comprehensive Education (chair), USC School of Medicine Partnership Board, and The River Alliance Executive Committee; and

Whereas, on the national level, she has served on the White House Council on Rural America, Southern States Energy Board Utility Advisory Council (chair), the United States Business & Industry Council Board of Trustees, and the Edison Electric Institute Communications Executive Advisory Committee. She has also served as Junior Achievement National Liaison; and

Whereas, among her numerous honors and awards are the 2010 Ag Advocate of the Year award, West Metro Chamber Lifetime Achievement Award, 2006 Ambassador of the Year Columbia award, the Order of the Palmetto, YWCA Tribute to Women in Industry award, and Columbia Metropolitan magazine's Five Women of the Decade award; and

Whereas, in grateful acknowledgement of her contributions to the citizens of the Columbia area, Cathy B. Novinger has been named 2010 United Way of the Midlands Humanitarian of the Year. On February 24, 2011, she will be formally presented with the award during the annual Humanitarian of the Year awards ceremony; and

Whereas, this honor, which recognizes individuals who have shown extraordinary leadership in philanthropy and human services and who have made a major impact on changing and improving conditions for Midlands residents, is a fitting tribute to an exemplary humanitarian with a high dedication to her calling equaling the eminence of the award; and

Whereas, the members of the Senate recognize that the success of the State of South Carolina, the strength of its communities, and the vitality of American society as a whole depend, in great measure, upon the dedication of individuals like Cathy B. Novinger who use their talents and resources to serve others. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, recognize and commend Cathy B. Novinger of Richland County for her many years of outstanding community service, and congratulate her on receiving the 2010 United Way of the Midlands Humanitarian of the Year award.

Be it further resolved that a copy of this resolution be provided to Cathy B. Novinger.
