A BILL

TO AMEND SECTION 1-11-720, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO ENTITIES WHOSE EMPLOYEES, RETIREES, AND THEIR DEPENDENTS ARE ELIGIBLE TO PARTICIPATE IN THE STATE HEALTH AND DENTAL INSURANCE PLANS, SO AS TO EXTEND THIS ELIGIBILITY TO JOINT AGENCIES ESTABLISHED PURSUANT TO CHAPTER 23, TITLE 6.

Amend Title To Conform

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 1-11-720(A) of the 1976 Code, as last amended by Act 353 of 2008, is further amended by adding an appropriately numbered item at the end to read:

"( )    joint agencies established pursuant to Chapter 23, Title 6."

SECTION    2.    Article 5, Chapter 11, Title 1 of the 1976 Code is amended by adding:

"Section 1-11-715.        The Employee Insurance Program of the Budget and Control Board is directed to develop and implement, for employees and their spouses who participate in the health plans offered by the Employee Insurance Program, an incentive plan to encourage participation in programs offered by the Employee Insurance Program that promote health and the prevention of disease. The Employee Insurance Program is further directed to implement a premium reduction or other financial incentive, beginning on January 1, 2012, for those employees and their spouses who participate in these programs."

SECTION    3.    Section 1-11-720(A)(7) of the 1976 Code is amended to read:

"(7)    special purpose districts created by act of the General Assembly that provide gas, water, fire, sewer, recreation, or hospital, or sanitation service, or any combination of these services;"

SECTION    4.    This act takes effect upon approval by the Governor.
