To whom was referred a Senate Resolution (S. 1059) to authorize the Greenville Young Men's Christian Association to use the chamber of the South Carolina Senate and any available committee hearing rooms in the Gressette Building for its Youth in Government program, etc., respectfully

REPORT:

Has polled the Senate Resolution out majority favorable.

A SENATE RESOLUTION

TO AUTHORIZE THE GREENVILLE YOUNG MEN'S CHRISTIAN ASSOCIATION TO USE THE CHAMBER OF THE SOUTH CAROLINA SENATE AND ANY AVAILABLE COMMITTEE HEARING ROOMS IN THE GRESSETTE BUILDING FOR ITS YOUTH IN GOVERNMENT PROGRAM ON TUESDAY, NOVEMBER 13 AND THURSDAY, NOVEMBER 15 AND FRIDAY, NOVEMBER 16, 2018. HOWEVER, THE CHAMBER MAY NOT BE USED IF THE SENATE IS IN SESSION OR THE CHAMBER IS OTHERWISE UNAVAILABLE.

Whereas, forty-two states have successful Youth in Government programs; and

Whereas, the Youth in Government program is designed to provide first-hand experience in the state legislature and government affairs for high school and middle school students; and

Whereas, students taking part in the program will run for statewide office, enact legislation, and organize their own government; and

Whereas, the purpose of the Young Men's Christian Association Youth in Government program is to encourage our youth to develop enthusiasm and appreciation for government and community affairs; and

Whereas, almost one thousand five hundred students in the State are expected to participate this year, making the South Carolina Youth in Government program one of the largest per capita in the nation. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, authorize the Greenville Young Men's Christian Association to use the Chamber of the South Carolina Senate and any available committee hearing rooms in the Gressette Building for its Youth in Government program on Tuesday, November 13 and Thursday, November 15 and Friday, November 16, 2018. However, the chamber may not be used if the Senate is in session or the chamber is otherwise unavailable.

Be it further resolved that the use of the chamber and the available committee hearing rooms by the Greenville Young Men's Christian Association must be in strict accordance with policies and the Rules of the Senate.

Be it further resolved that the Office of the Sergeant at Arms of the Senate shall provide assistance and access as necessary for this meeting in accordance with applicable procedures of the Rules of the Senate.

Be it further resolved that a copy of this resolution be forwarded to the Executive Director of the YMCA Youth in Government program and to Senate Sergeant at Arms James R. Melton.
