Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from John 6:45: "And they shall all be taught by God."

Let us pray. Lord, help us to trust Your truth more than our knowledge. Guide us through the paths of life. Help us to see what You have done for us and others. Help us understand what You are trying to teach so we may be better prepared to help others. Protect these, Your people, as they return home to enjoy and be restful. For those who carry the burdens of life, grant them peace to live by. Bless our Nation, President, State, Governor, Speaker, staff, and all who carry the load for the rest of us. Protect our first responders and those who defend us, at home and abroad. Heal the wounds, those seen and those hidden, of our men and women who suffer and sacrifice for our freedom. Lord, in Your mercy, hear our prayers. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

The following Bill and Joint Resolution were taken up, read the third time, and ordered sent to the Senate:

Herbkersman and Henderson: A JOINT RESOLUTION TO CREATE THE "SHINGLES VACCINATION STUDY COMMITTEE" TO STUDY WHETHER IT IS IN THE PUBLIC INTEREST FOR THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL TO ESTABLISH A SHINGLES VACCINATION PROGRAM TO OFFER THE VACCINATION FOR SHINGLES (HERPES ZOSTER) TO CERTAIN PERSONS, TO PROVIDE FOR MEMBERSHIP OF THE STUDY COMMITTEE, TO REQUIRE THE STUDY COMMITTEE TO PREPARE A REPORT FOR THE GENERAL ASSEMBLY, AND TO INCLUDE A SUNSET PROVISION FOR THE STUDY COMMITTEE.

Smith: A BILL TO AMEND SECTION 48-35-50, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE STATE FORESTER'S AUTHORITY TO DIRECT THAT CERTAIN FIRES NOT BE STARTED, SO AS TO PROVIDE THAT WHEN EXTREME CONDITIONS EXIST, THE STATE FORESTER MAY PROHIBIT ALL OPEN BURNING EXCEPT FIRES USED FOR NONRECREATIONAL PURPOSES; AND TO AMEND SECTION 48-35-60, RELATING TO PENALTIES ASSOCIATED WITH THE STARTING OF UNLAWFUL FIRES, SO AS TO REVISE THE PENALTIES.
