A CONCURRENT RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY UPON THE PASSING OF CRYSTAL JADE DUNBAR, ECONOMIST AND PROGRAM COORDINATOR II WITH THE BOARD OF ECONOMIC ADVISORS OF THE SOUTH CAROLINA REVENUE AND FISCAL AFFAIRS OFFICE, TO CELEBRATE HER LIFE AND ACHIEVEMENTS, AND TO EXTEND THE DEEPEST SYMPATHY TO HER FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina General Assembly are deeply saddened by the untimely passing of Crystal Jade Dunbar, economist and Program Coordinator II with the Board of Economic Advisors of the South Carolina Revenue and Fiscal Affairs Office, at the age of twenty-seven. The daughter of C.P. and Christy Dunbar and a resident of Leesville, Jade passed away unexpectedly as the result of a motor vehicle accident on July 8, 2016; and

Whereas, in preparation for her career, Jade earned bachelor's degrees in finance and Spanish cum laude and a master's degree in economics, all from the University of South Carolina. Hired as an economist and Program Coordinator II with the Board of Economic Advisors of the South Carolina Revenue and Fiscal Affairs Office in November 2014, Jade was very successful and implemented several new initiatives with the Board of Economic Advisors; and

Whereas, one of the biggest topics of the past legislative session was state road funding. Jade maintained, organized, and utilized the motor fuel database to answer a myriad of questions relating to state transportation issues and motor fuel taxation. Most seasoned analysts would not have handled the pressure with the degree of professionalism Jade exercised in her research. She routinely answered difficult questions with a clarity that armed policy makers with the information needed to make informed decisions; and

Whereas, Jade co-authored a report that researched and forecast the demand for motor fuel in South Carolina. The report was presented to the Department of Transportation, and the research findings were incorporated into the department's budget; and

Whereas, Jade designed and authored the monthly revenue digest, a document summarizing the significant changes in revenue categories and how these changes affected the state's official revenue forecast. Further, Jade handled all requests from local government officials concerning background information and research for implementation of the local option sales tax in the counties of South Carolina; and

Whereas, remembering her fondly, Jade's colleagues attest that she was a blessing to know and work with and that they will miss her camaraderie, keen analytical skills, and unwavering spirit; and

Whereas, away from the office, Jade relished the outdoors, spending time with family, exercising, cooking, and reading. Her larger-than-life personality, along with her sense of humor and wit, will leave lasting memories for those who knew her best; and

Whereas, she leaves to cherish her memory her parents, C.P. and Christy Dunbar; her brother, Brad (Kimberly); her sister, Kimberly (Thomas Cooney); her nieces, Brighton and Emory Dunbar and Addison Claire Cooney; Fred and Carol Clemenz, her grandparents; and a host of other relatives and friends. Jade Dunbar will be remembered as a humble public servant, beloved family member, and loyal friend, one who will be greatly missed. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, express their profound sorrow upon the passing of Crystal Jade Dunbar, economist and Program Coordinator II with the Board of Economic Advisors of the South Carolina Revenue and Fiscal Affairs Office, celebrate her life and achievements, and extend the deepest sympathy to her family and many friends.

Be it further resolved that a copy of this resolution be presented to Mr. and Mrs. C.P. Dunbar for the family.
