A BILL

TO AMEND SECTION 59-32-30(A)(5) OF THE 1976 CODE, RELATING TO LOCAL SCHOOL BOARDS' GUIDELINES FOR COMPREHENSIVE HEALTH EDUCATION PROGRAMS, TO PROVIDE PARAMETERS FOR THE PROGRAM OF INSTRUCTION.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 59-32-30(A)(5) of the 1976 Code is amended to read:

    "(5)    The program of instruction provided for in this section may not include a discussion of alternate sexual lifestyles from heterosexual relationships including, but not limited to, homosexual relationships except in the context of instruction concerning sexually transmitted diseases The program of instruction provided for in this section may only discuss sexual activities if it is in the context of preventing unwanted pregnancies, sexually transmitted infections or diseases, and other consequences. The instruction shall emphasize the importance of abstinence from all sexual activity before marriage and fidelity within marriage as the optimal health message, regardless of sexual orientation or identity."

SECTION    2.    This act takes effect upon approval by the Governor.
