A SENATE RESOLUTION

TO CONGRATULATE VICTOR B. SHELBURNE UPON THE OCCASION OF HIS FORTIETH ANNIVERSARY AS SCOUTMASTER OF TROOP 235 AND TO COMMEND HIM FOR HIS MANY YEARS OF DEDICATED SERVICE TO BOY SCOUTS OF AMERICA AND THE CLEMSON COMMUNITY.

Whereas, Victor "Vic" B. Shelburne is an alumnus of Duke University, where he earned a Bachelor of Science in botany and a Master of Forestry, and Clemson University, where he earned a doctorate in forestry; and

Whereas, with a strong background in forestry, Mr. Shelburne has had a long and accomplished career, holding positions as research forester and staff forester with the University of Arkansas's Department of Forestry and as staff forester and professor with Clemson University's Department of Forestry. In these roles, he carried out a number of research projects, received $390,000 in research grants, authored or co-authored forty-seven publications, and was involved in Clemson's sustainability improvements. Today, he remains a professor emeritus of forestry and natural resources; and

Whereas, Mr. Shelburne joined the Boy Scouts of America in 1963 and earned the distinction of Eagle Scout in 1970. Since that time, he has served as ecology conservation director, assistant scoutmaster, and scoutmaster to troops in Arkansas and South Carolina; and

Whereas, under Mr. Shelburne's leadership as scoutmaster, Clemson's Troop 235 has seen an average of sixty scouts per year, the induction of 211 Eagle Scouts, the performance of 800 to 1,200 hours of community service per year, and over 1,400 nights of camping. Mr. Shelburne also started a "linked" all-girl troop that engages in parallel activities with Troop 235; and

Whereas, Mr. Shelburne has further served Boy Scouts of America as a teacher of leadership courses, co-organizer of a staff training seminar, member of the Properties and Facilities Long-Range Planning Committee, coordinator of timber sales at Camp Carroll Brown, and editor of merit badge pamphlets and requirements. With Camp Old Indian, he has served as a resource for its ecology-conservation area, drafter of its conservation plan, developer of new trails, and benefactor for Three Forks Lodge. With the Blue Ridge Council, he has served as crew advisor for the Blue Ridge Council contingent to Philmont Scout Ranch, first assistant scoutmaster with its National Jamboree Troop 1723, generations connection co-chair of its 100th Anniversary Committee, conservation and trails coordinator, and campmaster coordinator; and

Whereas, throughout the course of his service with Boy Scouts of America, Mr. Shelburne has received a number of honors and awards, including a Scouter's Training Award, District Awards of Merit, Scouter's Key, four-time Scoutmaster of the Year, Silver Beaver Award for Service to Youth, Scoutmaster Award of Merit, William Hornaday Gold Badge for Outstanding Conservation Service, Order of the Arrow Vigil Honor, Bill and Sylvia Dukes Award for Distinguished Service in Scouting, 2014 Victor B. Shelburne Blue Ridge Council Class of Eagles, and Outstanding Eagle Award. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, congratulate Victor B. Shelburne upon the occasion of his fortieth anniversary as scoutmaster of Troop 235 and commend him for his many years of dedicated service to Boy Scouts of America and the Clemson community.

Be it further resolved that a copy of this resolution be presented to Victor B. Shelburne.
