A SENATE RESOLUTION

TO COMMEND AND HONOR THE SOUTH CAROLINA FLOODWATER COMMISSION AND ITS PARTNERS FOR ESTABLISHING THE SOUTH CAROLINA SEVEN EXPEDITION AND FOR FACILITATING ITS EXPLORATION OF THE SEVEN WONDERS OF SOUTH CAROLINA AND ITS SUPPORT AND PROTECTION OF THE STATE'S BEAUTIFUL ENVIRONMENT.

Whereas, the South Carolina Floodwater Commission, established by Governor Henry McMaster, examines the increasing frequency of disastrous flooding from rains, tropical and other storms, hurricanes, and rising tides, which threaten South Carolina's citizens and their property and way of life. The commission is composed of more than 80 of the state's most-accomplished scientists, engineers, military leaders, environmentalists, business leaders, local advocates, and government leaders; and

Whereas, the Floodwater Commission has identified comprehensive solutions to flooding and other extreme weather events, including a facilitated and coordinated collaborative mitigation effort, enhanced resiliency measures, and numerous other steps solidifying this State as a global leader in addressing these issues; and

Whereas, the Floodwater Commission continues to work to seek public input from across South Carolina, foster solutions-based discussions, and identify and implement short-term and long-term recommendations to alleviate and mitigate flood impacts to the State, with an emphasis on coastal and river-based communities; and

Whereas, in hosting the first-ever South Carolina Seven Expedition, known as SC7, the Floodwater Commission is partnering with the South Carolina National Heritage Corridor; the South Carolina Department of Natural Resources; the South Carolina Department of Parks, Recreation, and Tourism; the Association of the United States Army's Palmetto State Chapter; Yamaha Rightwaters; the Cape Romain National Wildlife Refuge; and Coastal Carolina University's Edgar Dyer Institute for Leadership and Public Policy and the Burroughs and Chapin Institute; and

Whereas, in July 2020, the SC7 team will hike approximately 500 miles of the cross-state Palmetto Trail from the mountains to the sea. A first-ever expedition of its kind, SC7 will showcase the unique natural beauty of the Palmetto State and raise greater awareness of environmental threats to South Carolina's most vulnerable areas and fragile environs; and

Whereas, the month-long expedition will be led by Major General Tom Mullikin, who is a retired commanding general of the South Carolina State Guard, the current chair of the Floodwater Commission, and an internationally acclaimed global expedition leader; and

Whereas, along the expedition route, noted experts will describe the state's seven geographic wonders and lead discussions on conservation, resiliency, adult and childhood fitness, outdoor therapy, floodwater-mitigation issues, and more; and

Whereas, the SC7 expedition will also include virtual engagement that will allow for real-time participation by residents of nursing and assisted-living facilities statewide. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, commend the South Carolina Floodwater Commission and its partners for their efforts and wish them a safe and successful expedition exploring the seven wonders of South Carolina.

Be it further resolved that a copy of this resolution be presented to the South Carolina Floodwater Commission and to Chairman Tom Mullikin.
