A JOINT RESOLUTION

TO ESTABLISH THE SEX OFFENDER REGISTRY STUDY COMMITTEE TO STUDY THE SEX OFFENDER REGISTRY, THE OFFENSES THAT PLACE A PERSON ON THE SEX OFFENDER REGISTRY, AND TO STUDY HOW LONG A PERSON SHOULD REMAIN ON THE REGISTRY; TO PROVIDE FOR THE MEMBERSHIP OF THE COMMITTEE, TO REQUIRE THE SUBMISSION OF A REPORT FOR THE GENERAL ASSEMBLY, AND TO PROVIDE FOR THE DISSOLUTION OF THE COMMITTEE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is created a study committee to study the sex offender registry, the offenses that place a person on the sex offender registry, and how long a person should remain on the registry.

    (B)    The study committee must be composed of:

        (1)    the Chairman of the House Judiciary Committee, or his designee;

        (2)    the Chairman of the Senate Judiciary Committee, or his designee;

        (3)    two members of the House of Representatives, appointed by the Speaker of the House;

        (4)    two members of the Senate, appointed by the President of the Senate;

        (5)    the Director of the Department of Probation, Parole and Pardon Services, or his designee;

        (6)    the Director of the Department of Mental Health, or his designee;

        (7)    the Chief of the South Carolina Law Enforcement Division, or his designee;

        (8)    a member appointed by the South Carolina Coalition Against Domestic Violence and Sexual Assault;

        (9)    a sheriff appointed by the South Carolina Sheriffs' Association;

        (10)    two members of the South Carolina Bar Association appointed by the South Carolina Bar Association;

        (11)    a solicitor appointed by the South Carolina Solicitors' Association; and

        (12)    a defense attorney appointed by the South Carolina Association of Criminal Defense Lawyers.

    (C)    Members of the study committee shall serve without compensation, but are allowed the mileage, subsistence, and per diem allowed by law for members of state boards, committees, and commissions, to be paid equally from approved accounts of the House of Representatives and the Senate.

    (D)    The study committee shall choose its officers and must be provided with clerical, administrative, and research services by the House of Representatives and the Senate.

    (E)    The study committee shall make a report of its findings and recommendations to the General Assembly by December 31, 2020, at which time the study committee terminates.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
