A JOINT RESOLUTION

TO ESTABLISH THE EMERGENCY ESSENTIAL SERVICES STUDY COMMITTEE TO DETERMINE WHICH BUSINESSES AND SERVICES ARE ESSENTIAL TO THE ECONOMIC WELL-BEING OR GENERAL WELFARE OF THE STATE AND WHOSE OPERATION MAY NOT BE RESTRICTED DURING A STATE OF EMERGENCY.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is established the Emergency Essential Services Study Committee to determine which businesses and services are essential to the economic well-being or general welfare of the State and whose operation may not be restricted in the event the Governor issues a proclamation declaring a state of emergency.
    (B)    The committee must be composed of:
        (1)    two members of the Senate appointed by the President of the Senate;
        (2)    two members of the House of Representatives appointed by the Speaker of the House of Representatives;
        (3)    one member of the Senate appointed by the Chairman of the Senate Labor, Commerce and Industry Committee;
        (4)    one member of the House of Representatives appointed by the Chairman of the House Labor, Commerce and Industry Committee;
        (5)    one member of the Senate appointed by the Senate Majority Leader;
        (6)    one member of the House of Representatives appointed by the House Majority Leader;
        (7)    one member of the Senate appointed by the Senate Minority Leader; and
        (8)    one member of the House of Representatives appointed by the House Minority Leader.
    (C)    The committee shall meet as soon as practicable and organize itself in a manner it determines appropriate. The committee shall issue a report to the President of the Senate and the Speaker of the House of Representatives detailing its findings by January 15, 2021, at which time the committee is dissolved.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
