A CONCURRENT RESOLUTION

TO CONGRATULATE DEBRA ANNE DUNCAN, UPON THE OCCASION OF HER RETIREMENT AFTER MORE THAN FOUR DECADES OF OUTSTANDING SERVICE, AND TO WISH HER CONTINUED SUCCESS AND HAPPINESS IN ALL HER FUTURE ENDEAVORS.

Whereas, it is altogether fitting and proper that the members of the South Carolina General Assembly should pause in their deliberations to express their gratitude to Debra Duncan, Senior Proviso Coordinator for the South Carolina Legislative Council, for her significant contributions to the General Assembly; and

Whereas, Debra hails from Sanford, Florida, where she returns regularly to visit her numerous friends and family members; and

Whereas, she attended Florida State University, and while she may be a Seminole, Debra has become an avid Gamecock fan and enjoys watching all University of South Carolina athletics; and

Whereas, Debra began her career in state government as a temporary employee for the Budget and Control Board's State Planning Office and enjoyed being able to set her own hours. Soon thereafter, in 1979, she was persuaded to become full time, and after she was merged into the Budget Division, she served as the administrative assistant to the budget director; and

Whereas, she served as a state budget analyst for the Budget and Control Board, State Auditor's Office, Procurement Review Board, and others; and

Whereas, Debra's perfection of the proviso process over the years has earned her such nicknames as the Proviso Queen and the "provisologist," and some even refer to her jokingly as the Code Commissioner of Temporary Laws; and

Whereas, her expertise, however, extends beyond provisos to the budget process as a whole, and she has always been willing to stay late, long after others have left, to ensure that deadlines are met; and

Whereas, the members of both chambers and the staff of Legislative Council regard Debra as someone on whom they can always depend for help because she sincerely wants everyone to be successful: the members, the staff, and the agencies alike; and

Whereas, while her abundant knowledge regarding the budget process will be a great loss, she has worked tirelessly over the past few years with staff to help train those who will continue her work, even delaying retirement to ensure a smooth transition; and

Whereas, beyond her work at the State House, Debra enjoys taking cruises all over the world with close family and friends, and she already has a long list of cruises lined up for the next year, many with her dear friend Beverly Smith, to begin her retirement; and

Whereas, Debra remains a close and devoted sister to Betty D. Bordeaux, with whom she speaks every week and spends every holiday, and they take at least one trip together every year; and

Whereas, always a thrill-seeker, Debra enjoys activities such as zip-lining and is known to be a skillful gambler, whether in casinos on her various cruises or at Harrah's Cherokee; and

Whereas, while the list of those who consider Debra a close friend is extensive, Debra is, nonetheless, devoted and consistently present in each of their lives, always remembering to reach out and check-in on those when they need her; and

Whereas while her absence will be keenly felt by the South Carolina General Assembly, both bodies are grateful for her many years of service and dedication she has devoted to the State, and the members wish her many years of happiness in her retirement. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, congratulate Debra Anne Duncan, upon the occasion of her retirement after more than four decades of outstanding service, and wish her continued success and happiness in all her future endeavors.

Be it further resolved that a copy of this resolution be presented to Debra Duncan.
